Why U.S and U.K don't pay the full Aid to Pakistan which they promise with them?

I think that the two government's in question are trying to find out if Pakistan is sympathetic towards terrorists.If they are they will get bombs instead of aid.They did find Bin-Laden in Pakistan,not far from a Pakistan military base.
