My 2 year agreement for U.S Cellular is up, do I get a new phone free or does it cost.?

I looked online for the phones to see which one I wanted, and it said $50 but then it said after a $50 dollar mail in rebate. It also said it requires a belief plan or a new contract after the mail in rebate. So right now i'm very confused. Please help.
