Terms of agreement box won't let me accept the terms or deny?

I changed my password because I have been getting a lot of failure notices for stuff I didn't send. Now when I try to log in it pops up the terms of agreement box for me to say " I accept" or "No thanks". Doesn't matter which one I choose it won't go away and let me into my mail. What gives?
